Maybe but he says its not blocked, so I guess he checked the number.
Could a dodgy unlock code cause this issue?

Hmm, I'm really not sure. It's been a few years since I used an unlock code, but did the phone give any message like "Unlock Successful" when the code was entered?

Might as well check the IMEI for yourself just be sure though.

Ok, had a chat. Originally it stated it need to be unlocked, had 2 codes and after the first it no longer asked to be unlocked.

Tried his "Three" sim card and did not work.
Tried a "Giffgaff" sim card and it works but doesn't want to stay with them as they have poor data service.

Has tried second code and still the same.
Has spoke to "Three" and they state it should work.

He is gonna pop round and try my sim which is "Tesco"

Yeah that's the next step.
We tried my sim and it worked and then we tried his sim in my phone and it asked for a sim lock code. Reading up it looks like this may be a common thing with "Three" sims when swapped to different phone, so off to get another and see how that goes.

Thanks for your help, at least its not the phone by the looks of it.

If a phone is SIM-locked it should tell you when you insert the wrong SIM, something like "Invalid SIM". However if a phone is IMEI/ESN blacklisted, it might appear to work and be registered on the network, but it won't be able to make calls, nor do SMS or data. Or it just won't be able to register on the network at all, and likely go "Emergency calls only", but it won't be able to.

PUK code is pin unlock code when you go crying to the network 'cos you locked yourself out after three attempts :D :p

PAC code is Port Authorization Code which you get off your network so you can make your current number work on a new network sim. It's supposed to take like, a day but these networks do play silly beggars over it (I'm still waiting over a fortnight now so gave up & used the second sim they provided with a new number :mad:).
