I'm running 33030 but I'm on GS3 4G LTE, PRL updates are really not going to benefit you much if you don't have a LTE capable device, especially if the OEM Network Vision vendor is only doing LTE upgrades (depends on market). I encourage you to update your "profile" on your phone as this will have more of a benefit. When you update your profile, your phone connects to Sprint's data network and makes a request to the OMADM (Open Mobile Alliance Device Manager), and it pushes a file to your phone. This file contains your MDN, MSID, username, primary and secondary HA ip addresses, HA password and AAA password, and some other information in regards to 4G and WiMax etc... Updating the PRL especially in a market where Network Vision upgrades are ongoing my cripple your device causing slow network speeds, dropped calls, etc....
What changes is the tower list and order of connection, been changing prl's for over a decade and can definitely say that the latest is usually the greatest for 99% of users. Btw I'm on the 32030 while running Unlocked Potential.

32030 definitely is giving me a more consistent 4-5 bar signal in the 'golden spot' on my desk, since i'm in the outskirts edge of the 3G map. second floor, my bedroom, near a window is my sweet spot. When unthrottled, i get up to 2.51 mbit down, .8 up, and less than 200 ms ping in games (minus the inevitable lag spikes of course) Good PRL! The last ones up to this point i'd be getting 2-3 bars. Not sure why that is.

The signal bars on your phone is only for the 1x RTT 1900 PCS voice connection. Many people think because they have "full" signal bars means their 3G data connection is going to be fast, this is not the case with Android. Network Vision is giving you the faster 3G data with the ping being less than 200ms which means the tower your connecting to has fiber or a fiber to microwave bridge backhaul upgrade, 3G EVDO speeds can't exceed 2.65Mbps over CDMA2000 EVDO Rev. A so your getting the most out of your 3G data.

That's all good and true, but even so, my 3G speeds are better with a higher signal. It also matters because I live in a rural area, and there is only one tower for me to connect to. Sprint hasn't even touched this tower, and only a few people use it.
