Swipe down from the top with two fingers. That will display all your quick setting options. Be sure all power saving modes are greyed out and be sure you are not inadvertently on "easy" mode. Then go into settings> display>touch key light duration.

If they're still not working pull the battery, reboot and repeat above. If that doesn't work return the phone.
