The phone is 1 month out of the package so I can't return it now. I updated the phone to version 4.1.2 the same day I bought it. Battery life is horrible. Just on stand by, it drains to zero within 6 hours. The WIFI is stuck in "WIFI is Turning On" mode and won't stop or connect to anything. Any ideas?

It sounds like a factory defect, so you can return it for repair (or replacement - at their option) within the warranty period, which should be at least 90 days even for refurbished phones. Just say that you never tried to use wifi until now.

(!) The folowing way to fix the problem will cause Internal data reset (It will erase all your apps, photos, videos, files from the internal memory) Its recommended to Backup your phone before doing this!
I had the same problem after 5 stock recoveries. Here's how I fixed it:
1.Go to Settings
2.Backup and Reset
3.Factory data reset
4.Erase
5.Wait for reboot
6.Choose language
7.It will ask you to connect either to WiFi or Data, choose wifi and connect to network.
8.Next,next,next...
9.Done
10.Hope it's fixed now!
