This is for Sprint Victory to be used on a different network.

Zeroing SPC on the Victory is quite painful. Open DFS demo and put 16 digit password. Phone will accept the password as "correct". Close DFS demo and open QPST. After zeroing item 85 in efs explorer, open QXDM and zero the SPC. Do not reboot after changing in EFS explorer, reboot only after completing QXDM.

At QXDM Command output do the following;
password 2012112120131219 - a message 'correct' should show

REQUESTNVITEMWRITE SEC_CODE 000000 - this will change your spc to 6 zeros

Reboot and enjoy

Try this one :

1.Dial ##3282#
2.Enter random 6 digits number until its give an error sign
3.Now connect your Victory to Windows
4.Run adb shell command via Command prompt
5.Run this command :
getprop ril.MSL
6.Voila! You got your 6 digits MSL code

I can't speak for virgin mobile, but I know that with sprint they will release the MSL under certain conditions only. It has to be a phone that is not world use, meaning it can be used on another carrier overseas, the account has to be in good standing, not past due, and the line the phone is on must be out of contract (for people in a contract, obviously.) The most common use for the MSL that I have seen is manual programming if a phone swap was done and the phone will not work, nor will it go into hands free/one touch programming.
