Root Can't Get Root - cannot create /data/local.prop: permission denied

I am trying to root my girlfriends pantech burst. The OS is 2.3.5, and it came from AT&T.

Here's what happens when I run the root from http://tau.shadowchild.nl/attn1/?p=297 . fyi the os upgrade tool on that site is in the internet archive:

People have said that I should run ICS first, and then root it. Will the upgrade remove all apps, data and sms? I do have a backup from pc suite but I'm not sure if it can be converted from 2.3.5 to ICS.

I follow the steps here but still no luck, the phone sits at fast boot mode:

Edit: Ok, I realized that I need to install the fastboot drivers, but I can't find a driver that the Windows XP driver tool will recognize as matching the Burst hardware. Does the pc suite driver conflict with fastboot?

Finally figured it out. I upgraded to 4.0.4 using pantech's tool (I used download mode and I didn't lose all of my apps and text messages) then had to set the usb debugging mode to USB SD Card mode. Then it worked!!!! :D
