Help How to host a LAN network?

I have a rooted tablet with CyanogenMod 11 installed.
I want to host a WiFi network so that a friend and I can connect to it and play Minecraft together while on the road. I'm able to host a network using fqrouter, but only when the tablet is connected to a working WiFi connection. My problem is that I can't host a network while the tablet is offline. All I want is the local network, not an internet connection.

Is there any way to accomplish this?

Not that I'm aware of, no. Afaik Android devices can only act as wifi access points, not servers. They can't create their own network, only share an existing one.

So I can't create a WiFi network without being connected to a working router? I'm able to create a network if I'm connected, but when I'm not connected none of the apps I have tried will allow it. I'm able to do this on my jailbroken iPod Touch via PDANet, but I'd like to do it with my tablet as well. I tried installing the Xposed framework and using the "Fake WiFi" module to try and trick the apps into working, but it didn't do anything.

Again, I only want it to function as an AP mode hotspot so that other devices can connect to it and play Minecraft PE over LAN.

I know FQ Router is actually a VPN app, not a network server, because it's what I use sometimes for when I want to look at Facebook or something.

Minecraft, doesn't that have to be connected to the Internet anyway, so it can access the Mojang servers that run it. I tried Minecraft a few months ago here in China, and couldn't make it connect. It's not officially available in the PRC.

Well fqrouter can be used as a WiFi extender, I've used it several times for that purpose.
To play online Minecraft PE, yes you do have to have internet, but you can also just play with people connected to the same WiFi network as yourself, even if there is no internet service attached to it.

Anyway, I've looked all over and haven't found any type of solution, so I've pretty much just given up. I was able to get something working with my old jailbroken iPod touch and PDANet though.

Useful information here actually. A "jailbroken iPod touch", I suppose any jailbroken iOS device will work then.

If your tablet supports WiFi hotspotting, then that will work. Open up a WiFi network on your tablet, then turn off data and tell your friend to connect to it. When in Minecraft, tell him to connect to 193.168.1.1 (or whatever your tablets ip would be on that network.
