Help Missing Mobile Hotspot feature?

I have a Cricket branded HTC Desire 510, but I've long since taken it off their network. I'm actually using in Mexico on TelCel. I'm rooted, running Android 4.4.2 and HTC Sense 6.0.

The problem is that the Mobile Hotspot feature is missing from the OS. (I guess this was a Cricket thing?) What do I have to do to get that feature back?

I tried downloading 3rd party apps (Like Fox-Fi), but none of them worked.

I have heard of people not being able to access the hotspot menu, but not having the menu is weird... It might be time for you to look for a new ROM.
