It appears you may have both the hacked 2014 kdz flash tool (from xda) and the sanctioned LG Mobile Support Tool software on your PC. Somehow, when you try to flash the kdz from the xda tool, it is calling up the Mobile Support Tool software which is the window you are posting a picture of. Haven't heard of that one yet but that's all I can come up with.

So I'd try deleting the Mobile Support software. The recognition of LGE AndroidNet USB Serial Port is precisely what I'd expect in order to be able to run either of the tools in the xda thread...either the 2014 kdz flash tool (for flashing kdz's) or LG Flash Tools (for flashing tot's).

If it still doesn't work, you can also try changing your com port in device manager. Per your screenshot, the device is showing up as com3. If you still can't get a positive connection, go into device manager and double click the device that is LGE AndroidNet USB Serial Port. Then port settings tab, advanced, change to com41 and click OK to commit the changes. For whatever reason, LG's seem to connect best thru com41 with the softwares we have available for flashing stock firmware.

If all the above STILL doesn't result in a working connection, try looking for a tot for this device (and accompanying dll). The LG Flash Tools software (as mentioned in the 2nd half of the xda thread's OP) is more specific in it's error messages and perhaps it would give us more of a clue as to what's going on.

I deleted the mobile support and changed to com41 but it still brings this up but it actually acted differently now.
