Help Can't choose some screen lock options?

I'm using the OG Moto X (2013) on Verizon Wireless. Today, out of the blue, I am no longer able to change my screen lock to either None or Swipe. The options are grayed out and a message states "Disabled by administrator, encryption policy or credential storage".

With VZW Tech Support, have tried the following:

Deactivated all device administrators
Removed all credentials
Stopped Google Play services and restarted
Uninstall updates to Google Play services

The last time I tried it was a week and a half ago (12/4) and had no problem. Very little has changed since then as far as the phone and apps are concerned. Phone is not encrypted. I have not installed Android Pay (which I hear has something to do with this) and haven't installed any new apps in the last couple of weeks. I have gotten some app updates including one for Google Play services (which led the tech to try some of the above-mentioned changes).

VZW is now recommending a factory reset which I'm trying to avoid unless absolutely necessary. Does anyone have any ideas/workarounds/fixes on this?

Hmmm. You don't mention it - are you connected to an Exchange server? I know that some Exchange server policies require a secure lockscreen.

I can't recall - is Android Pay a separate app, or merely an update to the old Google Wallet app? Or and update to the old ISIS app that shipped with the phone? Is it possible that you updated that app as well?
