I have had problems with SMS being saved as "Draft" automatically. Today I discovered that this is due to TPG recently changing to using Vodaphone as its carrier and as Vodaphone does not allow 1900 numbers the system just saves it as draft. Prior to this you could elect on TPG to send SMS 1900 numbers.
 
I've no idea what a 1900 number is, so can't judge the significance of this, but it clearly matters to you.

So as this is to do with the carrier, not the phone or OS, all you can do is ask TPG whether they will be doing anything about it, and if they say not decide whether to stay with them or switch to someone who meets your needs better.

(To me "TPG" means "Transport Publique Genevoise", but I assume you aren't talking about the Geneva bus service ;))

A 1900 number is one used by the likes of competitions. If you call and make an entry you are charged by your Telco for the call and the Telco also collects a fee from you (such as 50 cents) for the company that owns the 1900 number.
