Root [CDMA] AP Fastboot Flash Mode issue...maybe Root issue?

Trying to help someone with their Moto G. When you plug in the phone you get a UI screen that is titled "AP Fastboot Flash Mode"

With this it states

Battery Low (Charging)
"Device is LOCKED. Status Code: 0"
Transfer Mode: USB Connected

Then it gives me some Boot Mode Selections, but none of them do anything. Even normal powerup is not working, it just turns the screen off for a moment then goes back to the same UI.

Can anyone help me with this please. They didn't try to root it though which makes this confusing...the phones battery drained, after leaving it on the charger all night, this is what comes up.

UPDATE:

So on another forum I glimpsed at a sentence that said "During the restart, rapidly press the volume down and power button". After trying that it worked. I can't find that forum page again :(

After restarting the phone successfully with the method above, it goes back to the AP Fast Boot UI
 
I used the normal power up selection and rapidly pressed Volume Down and Power (I read this on another forum) and it booted up. However after restarting the phone, it went back to the AP Fastboot menu...

I'm doubting they're going to go through Motorola, she doesn't want to be without a phone.

I'm gonna try to do a factory reset through the Android UI and see if that helps, but to my knowledge the factory reset only goes through the Android Software, not Motorolas.

factory reset through the Android UI only erases user data (things you have installed and settings you have set), not system.

I think that before you do anything involved with returning it, you should try to do a full reinstall with a firmware package through fastboot.

You need to unlock the bootloader before using fastboot which voids the warranty. That's why i said I would return it before doing that. If the device was not rooted or unlocked and got messed up like that without any user modification, I would be worried something was wrong with the device itself.

I have a similar problem with my MotoG XT 1033.
My Phone is locked in

AP Fastboot Flash Mode (s)

Batery ok
Device is LOCKED. Status Code:0
Connect USB Data Cable

Boot Mode Selection Menu
Vol Up selects, Vol Down Scrolls
Normal Powerup
Recovery
Factory
Barcodes
BP tools
QCOM

I tried every possible Selection and received the following :

Fastboot Reason: Fall-through from normal boot mode
failed to validate system image
Boot up failed
failed to validate system image
..repeated.......etc.......

the BARCODES did display


this is very frustrating
