Root Have a strange issue with my Evo 3D CDMA/Sprint

I used the Evo 3D for a couple of years, then got a Note 3. The Evo 3D sat in a box for the past 3 years. It still works fine, but....

I'm trying to reprovision it so that I can test out one of the Sprint MVNOs that offers free/cheap service. Normally all you need to do is a carrier release (##72786# on your dial pad), then input your msl (##MSL#), then wait for it to reactivate.

However, mine is rooted and modded all to hell and back. I've gotten it back to the stock kernel, but I'm on the ENG h-boot (1.04 s-OFF), and so there aren't many ROMs that I can use (because devs long since updated all their kernels and ROMs to the newest h-boot).

So, I'm on Viper 3D. Problem is that Viper 3D specifically has a custom phone.apk and a custom epst.apk, which is why I can't use any of the hidden dialer codes. Obviously the easiest route would be if I could download the right epst.apk and phone.apk for my h-boot, my kernel and Android version, etc...but of course it's been 3 years since anyone uploaded those things and that means the filesharing websites everyone uses have long since invalidated the links.

Sooooo, I tried using a RUU to get everything back to stock, period...but of course that didn't work either for some reason. Fastboot USB doesn't work, computer doesn't recognize the phone, except as a drive (and only when it's on and booted into the ROM or recovery).

Any help? I don't care about what ROM or stock or anything else about the phone, just want to get it working and on the new MVNO.
