Restricting background data application wise

Hello Everyone out there.
I just bought oneplus 3 and just loving it. However not able to find an option to restrict background deta for any application i wish to.
I go to setting.. Deta usage.. Then click on application consuming thedets.. It shows the foreground and background deta.. But no option to restrict background data.

I need this to minimize betray and deta consumption.
Please suggest

Go to settings > battery > three dots top right corner > battery optimization

This will restrict or allow background battery usage.

Does battery optimzation means restricting background deta. I hv set up all apps for optimization still it shows all apps eating deta under deta usage option in setting.
Also watch some videos in youtube about marshmellow having restrict back ground deta slider below application foreground and background deta.
Is it this that its not avialable in Oxygen?
