From what I've read, it's only going to affected phones.
If they try to reduce a perfectly good 3500 mAh battery to 2100 mAh, there will be a MUTINY of loyal Samsung customers.

Yeah... I turned off all of the auto updating on mine... If I get that update I'm going to be pissed.

I believe what you did is likely just apps updating and has nothing to do with OTA updates.

I had this update today, turned battery indicator green, and it still charges to 100%. As it's supposed to do for the safe N7s.

I believe it's a pushed mandatory update, so probably only way to avoid it is to keep the phone offline. Because once it's triggered, seems it's either update now or later, no other option.
