Help LG Volt Can't Access Contacts, Texts or Phone (and More)

I'm hoping someone can help me out with some major issues that began yesterday with my LG Volt (through Virgin Mobile).

It started when I attempted to access my Contacts and the device froze for several minutes before I got a message that Contacts was forced to close. After rebooting it several times, similar issues appeared with Phone and Messaging. I can no longer access any of those apps.

I searched for some fixes online but nothing worked so I reset the phone to factory settings. Even that didn't make a difference. It's currently in safe mode but there don't seem to be any malicious apps that need to be removed. I can receive phone calls but can't make them.

Some additional information that might be helpful:
Android Version 4.4.2
Software Version LS740ZV6

Please let me know if this is a fixable problem or if it's time to buy a new phone. Thank you.

Thanks, but I'm not sure this applies to my issue. I'm able to boot the phone, and I can still receive calls & texts (although I can't initiate either) and access email & other apps. My main issues are (a) inability to open Phone, Messaging and Contacts and (b) slow boot-up time. I've removed almost all of the apps I've downloaded (which weren't many...less than 10), went back to factory settings and tried numerous recommended fixes (i.e. disabling Google+, deleting cache/data, safe mode, etc) but there's still something "not right."

I'm trying to figure out if something has corrupted the phone and, if so, can it be removed? If not, I might be in the market for a new phone, which I was hoping to avoid.

You might as well try. If you are interested you can root your phone, flash twrp, and from there flash cm13 which is marshmallow (and not do the brick recovery thing).
This is where my lack of technical knowledge gets in the way, as I have no idea what flash twrp, cm13 or marshmallow are. Are these things that someone like me can do relatively easily?
