SMS/MMS Trouble downloading photos?

Anyone noticed an issue with downloading photos sent via text? It's happened to me a couple times where someone will send a photo, I get a little image icon with a rotation circle indicating that it's trying to download, and then it just won't. If I restart the phone, normally it will go through but sometimes it just won't. Any thoughts?
 
I have good wifi connections too, but it does seem to happen when the LTE signal is weak or nonexistent. It might be worth trying a different app for messages.

I guess this is what I'm confused about. I was on a solid wifi connection. I stream music, watch videos, etc on this wifi network. But only dinky little 30kb photo wouldn't come through.

The truth is, that even if you have a good wifi connection, you still need some mobile data component when receiving MMS messages. I don't completely understand it either.

Hmm...ok. I wonder why when I reboot my phone it works in the exact same location as when it was struggling prior to reboot. I guess I'll just have to put up with it then. Thanks for the input.

this is true: MMS is a data only transfer medium.
also if you have a VPN up and running, it will NOT work at all as that bypasses the carrier's servers and the MMS request will never be seen.
