I'm on MetroPCS but I just moved to Cali for work and I notice my 4g got slower. I haven't actually tested it but sometimes even WhatsApp messages won't send or take forever to. I got my phone in Oklahoma City. Is the 4g just shitty here because of the all the people (LA county) or do I need a different APN setting?

That's like dial-up speed right there. Is the speed consistent everywhere you go? I get 2Mb - 8Mb at home and nearly 20Mb outside the house.
its the particular lil area im in, its very congested. when i go just a few miles around the corner i get 20 + mbps, at my parents home about 7 miles from me, I can get 60 + mbps all day.

In my city Metro/T-Mobile is great for the most part. It has its areas of congested cell traffic that slows things down. I travel around my city of a radius of 50-75 miles north, south, east or west. That's when I notice the lack of cell towers (reception and data speeds) None of these carriers pound for pound can hang with At&t and Verizon. The prices are what keeps these budget carriers in business. Sure to the average user that just wants a phone to work and see Facebook, Metro, etc are just fine. To someone that actually has had the best of the best, I miss my high end phones and my expensive phone plans. Just refuse to pay those prices. I always pre-shop for confirmed data and call quality in my city before I chose Metro. My cutoff limit on data speeds on a carrier is 50Mbps. Less than that and a company won't get my service. Maybe I'm spoiled or some of you need to look into your phone settings because I just got 75Mbps download.
