I changes to the app drawer set up for my home screen to keep the number of screens down. I want to run widgets on my home screen and some of my more used apps. Since switching to the app drawer layout with a widget on the top two rows I can not move Icon's around on the screen. I can add them by tapping them, however it puts them where ever the system chooses (next available open spot). Not sure if it is a function of the app drawer or what..
 
You can download different lanucher programs - they run in place of the stock portion of the system rom. you mentioned developer - so it sounds like you are running an add on launcher. Like Nova or something.

I would uninstall that - many aftermarket launchers do not work with the V20 correctly due to the second screen system. and It isn't LG's fault perse - they are just the first people to implement one - android OS actually supports up to 4 if I recall correctly. To that end though - may people have odd issues that occur when using a custom launcher program. That might be the biggest part of your issue.

In Nova, you can't change the location of the apps. it just puts them wherever.
