Help Files won't download, remain "queued"

I got my first android phone a couple of days ago and am currently unable to download files through the downloads app on my device. The file remains "queued" until it eventually just fails. These are just basic small files like pdf of doc. I've tried downloading over wifi and LTE with the same results. Is anyone else having this problem? I've got a Nexus 6 running Lollipop.
 
Which downloads app are you referring to? The "downloads" icon in the app drawer isn't really downloading anything - it is just showing you the files you downloaded.
Where do you see the "Queued" status? How are you attempting to download the file? Are you using Chrome? or an Email app?

Thanks, yes this is the "app" I'm referring to. In this folder or history or whatever, my download is listed as queued and subsequently as unsuccessful. I'm downloading these files from chrome through my class website.

That seems to indicate that Chrome is unable to download the files for some reason. Maybe the network speed is too slow? (can you run a speedtest when on that network to verify?) Are you able to download files using Chrome when at home (or a different WiFi access point)?

So it appears that the original issue was indeed a network problem, as I'd tried to download pdfs from other sites without success. However when I got home I was able to download pdfs from everywhere except the one place I wanted to. I guess chrome doesn't interact well with this website (Moodle). Next semester I suppose I'll just download the files to my pc and them email them to myself.
