Help Data Saver not allowing apps with permissions to run normally

I have Data Saver running and have encountered a problem. It's not allowing apps with full permission to run. When downloading a book from the Nook app, I would get an error message telling me "Cellular data for Nook must be enabled" and wouldn't allow me to download. In settings, mobile network is enabled. I also allowed Nook to run background data and allowed to run while Data Saver is on. The app basically has full permissions. The only way it will download on the mobile network is by turning Data Saver off (even though the app is permissable). Every thing I've found just tells you how to give the app permission to run while Data Saver is on. It has permission and still doesn't work so now what do I Do?
 
Sounds like this "Data Saver", whatever that is, is preventing internet access to your apps. Does your Nook app etc. download no problems otherwise if you're not using it?

I don't know what "Data Saver" is, like is it Cheetah Mobile "free" Chinese snake-oil adware/spyware, that causes more problems than it supposed to cure?

Data saver is a built in feature in Nougat. Turns off background data for apps.

Anyway, to the OP, do you have battery saver turned on?

I am guessing you are referring to Power Saving Mode? It is off. I've only had this phone for about 10 days and am still working out the kinks but this is one I can't figure out. I purchased a book from the Kindle reader app and it did not give me the same error message so I definitely feel it's something going on between this particular app and Data Saver.

It's a feature in Andoid Nougat. You can allow certain apps to run the background normally while others are blocked in the background to save data. I'm trying to figure out why it's not correctly running apps that have been "allowed" .

Ah, so it's not what I found then, which is Chinese and filled with ads or worse...
