USB-PD "Charging Rapidly" confusion.

Ok so after doing research tonight I think the USB-PD spec is clearer its till VERY confusing. From what i understand i can operate in two modes:
9V/2A (18W)
5V/3A (15W)

which of course generally means that the 1st mode will be a little better but both are probably good. Though i think USB-PD is better its still a pain to determine what chargers will work and those that won't. Every charge i've seen that is USB-PD certified (not saying they all are) requires you to use a USB-C to USB-C cable rather than a USB to USB-C cable.

I have this charger which doesn't meet the specs above:

but when I plugged my previous nexus 6P into the charger & my new pixel xl (assuming they use the same spec) they both show "Charging Rapidly".

I'm now in search for a rapid charging charger for my car and i will soon be searching for a multiple port one for my office. For example, i was looking at these two chargers for my car (i want one that also is a cigarette lighter splitter):

The 1st one supports QC 3 which would support the V/A requirements to quick charge the Pixel but i have no idea if there is logic in the QC chips that will pretty much say NOPE your not QC compatible and fallback to whatever (though it would be awesome to have both some anyone with a QC 3 compatible phone like my wife could also get fast charging). The 2nd i think would meet the 5V/3A requirements. This is SOOOO confusing. Can anyone add some clarity?
 
I'm no expert, but I can try to add a little bit of clarity.

First, you're correct - you should not be able to rapidly charge with a USB A-to-C cable. The fact that you are suggests that the cable you're using has either gone bad or else never complied with the spec. A-to-C cables are supposed to include a 56kΩ resistor which tells the connected device "hey I'm an A-to-C cable, don't try to pull too much power or else we might all catch on fire."

I'm not exaggerating there. Using a cable without that resistor can cause damage to both the charger and the device being charged. Please stop using it immediately.

Second, Qualcomm's Quick Charge technology is not the same as the fast charging built in to the USB-C spec. Your Pixel supports USB fast charging, not Qualcomm Quick Charging. That said, a properly-designed QC-capable charger will still negotiate with the Pixel to charge at the optimum rate supported by the device. Your Pixel should still "charge rapidly" even though it won't make use of the QC tech.

That said the point is moot since both of the chargers you're looking at are USB-A only. If you want to rapidly (and safely!) charge a USB-C device you need a USB-C charger.

This exactly. With the Pixel and Pixel 2 XL I have gone to only USB-C to USB-C cables from Anker that support PD.
