Screen white snow when powered on

Hello,

I was wondering if anyone had any idea what may be wrong with my phone. It was working fine when I stored it away in a closet, after pulling it back out and attempting to power on I am presented with white snow all over the screen and it never loads anything else. I will attach a photo.

I have attempted taking the phone apart and disconnecting/reconnecting the display cable in case that was a problem. There was no change though.

In my case, it is NOT the digitizer.
I have a Galaxy Note 2 doing the same thing, thought it was the screen, so I took it apart, cleaned all connectors with ISO (91%) and tooth brush, nothing.
Bought NEW screen, same issue.

Seems to be a motherboard issue, can it still be fixed? Funny thing, this Note 2 doesn't make any noises, nor vibrates. Videos i've seen of say Galaxy S5 and such still make their noise.

Unless all is lost and hopeless for said Note 2.

Just a note:
Unless stated by forum rules, I do not believe I am resurrecting a dead topic. I have the same issue as the person above, and found this topics via GOOGLE. Seeing as I am not the only one around in this world with this issue which is on a LOT of forums. And so I chose this forum and this thread.
