So there's a mix of different things here that need clarifying. One thing is the matter of 'port forwarding', which doesn't seem to be directly related to your initial query. Port forwarding in a router is simply a matter of redirecting a particular service to use a specified port or use a different port than its default. In generic terms, it's not something that 'does' anything other than redirect network traffic to use a different path as it flows through the router.

But getting back to your query, by '...my phone's WiFi zone' this is perhaps referring to 'Wi-Fi Direct'?

If yes than note it's only good for certain situations, more a matter of convenience when needed but will probably not be robust enough for something like using remote desktop connections between mobile devices and computers. In this situation you'll be much better off using an actual wireless router as Wi-Fi Direct only allows limited configuration of the local network it provides.
And that leads to your '... send them commands from some other computer' reference. Just guessing you want to set up something like 'desktop sharing' (a.k.a. 'remote desktop)?

If that is the case, you might want to try using 'Teamviewer'. It's relatively easy to implement, free for consumer use, and there's an Android app along with multi-platform applications so if you have computers running Linux, Mac, or Windows you have a lot of flexibility.

If desktop sharing is more than you're looking for, AirDroid is a nice way to remote access service that allows you interactivity (not quite the same as desktop sharing) between your phone and a computer. You only need to install the AirDroid app on your phone and than any computer in your home network can connect to your phone using a web browser.

But again, if you could give more specific details on what you're trying to set up it might be easier to provide more relevant suggestions.

An option that might work out better for you is to just pick up a wireless router and use that as your home network gateway. Whether it does or doesn't have any online access, you can still have a more configurable, more manageable, and much more extensive home network, than using a smartphone's WiFi Direct or hotspot feature. All the devices you referred to can connect to each other using either by WiFi or an Ethernet cable (i.e. instead of buying a WiFi shield for your Arduino, just use a cable).
