Backup not uploading to 'Drive'

I am trying to help my son migrate to a new phone. The old one (Moto G3) is running Android 5 and in the 'backup and reset' setting it shows: no account is currently storing backed up data. I have the same on an Asus tablet running 5.02 as well.
I have tried various solutions suggested my various other forums such as:

Switch backup on and off and reboot several times
Delete google user a/c and re-add again in Accounts
Clear Drive cache
Set up a new user a/c on Google
On my tablet I did a system reset and it still does not back up - obviously if I do this on his phone there would be nothing to migrate!!

All the devices say sync-ing but there are no backups on the drive

My wife and I have phones running Android 7.0 , and these work fine and I can see the backup, which also refresh by manually sync-ing.

I am beginning to think this is a OS issue rather than just setting - any thoughts? This used to work as I did have a Asus backup file on my Drive, but is said it would expire in 'n' days so I deleted it and now it doesn't backup.
This can of course be done manual with back/restore apps but should be seemless these days.
