app for do not disturb

Turning off the internet connection would kill everything except calls and texts.

The Do Not Disturb setting in the Pixel allow you to set a preference for what "priority only" means: which calls (all in your case), which messages (none), and to turn off reminders and events. Go into DND preferences then tap "priority only allows" to see the options.

I don't know. I've not spotted any setting for this, but mine doesn't do that (regular Pixel 2, May security patch).

Ironically I've always toggled the ringer mode (silent/vibrate/ring) rather than use DND because I generally only care about the sound and want that either on or off (so not quite what DND does). Hence I've not dug deep into DND as I don't really use it.

Just as an experiment I switched to a guest account, which Will be on default settings, activated DND and then tried to set the volume. The volume control worked fine. Maybe if you do that test you'll be able to confirm whether your phone works the same by default or not (i.e. whether it's worth trying to locate some setting that will change this)?

When I click the icon to put Priority only, I noticed that the volume automatically goes down to zero and I cannot override it.
That's why I was wondering if you had some other app that was muting the phone in DND mode. Try booting into safe mode to see if disabling all the other apps makes a difference. (Does DND work in safe mode? Never tried it. )
