Looks like it might be Cheetah Mobile, it's their style. Have you got anything like Clean Master, QuickPic, Speed Booster, CM Launcher, Battery Doctor, etc. installed?

What launcher are you using, because that does look like CM Launcher, or one of the other "free"(adware) Chinese ones.

How long has your ball with the advertisement been appearing? Usually the remedy is to work your way backwards by uninstalling your most recently installed app to see if it quits. If it still persists you can then reinstall the app and move on to the next app that you installed and repeat the process. Chances are you downloaded something that either comes with the ad embedded in it or perhaps an app you downloaded that can download advertisements itself in the background...

Having the same issue, mostly from "wish shopping" can't find the app that is causing it. View attachment 132968

Make a list of the apps that you've installed recently. One by one try disabling or removing those apps and see if the wish shopping thing goes away. You've probably downloaded something with a PUP (Potentially Unwanted Program) that downloads items in the background without telling you. Also go into Settings and look at Memory and see if there's an app that's using a lot of memory or other resources. You could try MalWareBytes which has an app on the Play Store to see if it comes up with anything. Some anti-virus apps (use the name brand ones, not the ones no one has never heard of) as they'll sometimes track resource usage by apps as well. Push comes to shove however, you might consider saving anything important - music, pictures, launcher settings and back ups if you have any or such - and doing a hard factory reset. A hard factory reset can be useful to clean out EVERYTHING but can also be troublesome depending upon how much you then have to restore.
