The screen shot you show has nothing to do with your mobile data state, it's just giving you the SIM card status, which should be in an "always on" state since you do have phone service.

Also, unless you changed the defaults somehow, Samsung devices automatically stop using mobile data if they have a WiFi connection. You generally see the 4G (or whatever icon you might have) icon in the status bar disappear and the WiFi icon come up to replace it. Also, if WiFi calling is enabled, some devices will show a VoWiFi icon, but Samsung devices (or at least the ones I've dealt with) do not.

Just to be clear, I wasn't saying that you couldn't turn off mobile data, just that it should be utterly unnecessary with the device the original poster was discussing. I haven't seen a recent Galaxy device that doesn't automatically disable mobile data when it has a WiFi connection going and automatically return to it when it loses that WiFi connection.

Certain devices don't, and you do have to manually turn it off on those.

Have you tried just restarting your phone since this problem started happening?
If you have and WiFi still isn't automatically getting priority anymore, and you're averse to just manually turning mobile data off (I'm just assuming in your S9 there should be an icon for this in your top notifications-quick settings menu too, if so it's just two-taps to disable/enable), maybe look into installing some kind of third-party app solution:

Do you have any on the Networking options toggled on in Developer Options?
This is what is available on my Motorola.

I did check this out before and it didn't seem to work. But I gave it another shot and it seems to have stuck this time.

The screen shot was just to show that both data and wifi were on at the same time. I don't think I changed any settings. But I am getting a bit older and I forget the things that I do.
