Tether disconnected

This Hydro Reach, Android 5.1.1, does not have wireless service, and was connected with wireless tether from another phone, Android 6.0., has T mobile.

I was filling out online form in a website.
When I clicked, and tried to proceed to next page, WiFi disconnected.

I started all over from beginning three times, WiFi disconnected at same point.

What is going on?
