A quote from the Spectrum mobile website:

"DVD-quality video streaming is supported. Video typically streams at 480p"

So I'm planning to get a new Note 9 or maybe the Pixel 3 XL with a new carrier Spectrum mobile at almost half the usage cost. But now I'm concerned on what I read on the carrier website. Isn't 480p video going to look kinda blurry on a 1440 x 2960 resolution screen ? So does that mean when I'm watching Netflix or YouTube video's the video will always default to 480p ? I mean how is Spectrum Mobile going to supersede the video settings I choose on the those websites ? I currently got Verizon by the way ? Thanks

Is that normal for a carrier to only output to 480p ?
Spectrum is trying to act like a hybrid mobile company, mixing wholesale wireless bandwidth from VZ with their own wifi-hotspots network to jump the signal back and forth between wifi and wireless. So it's not surprising they are limiting to 480p, which is essentially old-time TV resolution. They're trying to run a patchwork quilt of signals.

You still have the option, when available, to use WiFi connectivity instead of mobile data if you really prefer higher res streaming content.
Plus, watching 480p video on a smartphone isn't all that bad, the screen is only a few inches in size. Big difference watching 480p on a TV with a screen that's several feet in size.
