Can't Select/View Mobile or Wi-Fi Data usage - "Settings has stopped"

Since our recent OTA Oreo 8.1 update we haven't been able to select or view either mobile data or wi-fi data usage on our Samsung Galaxy J7 (Verizon). Path: settings/connections/data usage/mobile data usage (or wi-fi data usage).

When selected, either mobile data usage or wi-fi data usage is displayed for a fraction of a second then is immediately covered by a pop-up window saying "Settings has stopped. Open app again."

We have so far tried clearing caches locally and wiping cache partition with no luck. We've also read a variety of recommendations (online) to "clear data" for some apps. One in particular that got our attention was the "settings" app. We haven't read anywhere that doing a "clear data" on the setting app will cure the issue where data usage can't be accessed.

Is it safe to "clear data" on the settings app? I know doing so will return the "about phone" developer options to a
"stock" appearance but what else might happen or what else might be lost (and require re-installation or re-configuring) following deletion of the settings app data?

You bring up a very interesting point. Perhaps the issue does indeed have something to do with the network settings. The only things that have been affected by this problem have been the ability to view the graphs for mobile data usage and wi-fi data usage. In each case, when accessed, they display the pop-up window "Settings has stopped. Open app again". If the app is opened a second time, it goes through the same cycle. If the app is opened several times, the pop-up window changes to "Settings has stopped. Close the app".

Although your recommendation to reset the network settings might be a good thing to try, I'm gonna have to go through all those network-related items to see what I'll have to "rebuild" should I go ahead with the network reset. I don't think it'll be that big of a hassle except for having to try to find all those secure wi-fi systems' logon passwords again. I have quite a collection of wi-fi networks in the list. As far the blue tooth goes...no big deal. Only have 2 cars to do again.

Of course, I'm gonna stay open to any other suggestions members might have to fix this annoyance. I know it can be done. I'm just not gonna be too happy if a drastic remedy (such as a factory reset) winds up as the only/last resort.
