HTC One M8 software locked

How do you know this is a software problem?

Try forcing a reboot (press and hold the power button until it restarts). If it still doesn't work, reboot again but this time hold the "volume down" button down when it restarts: this should put you into the bootloader, from where you can enter recovery mode (if you can't see "recovery" as an option, use the menu to change from hboot to fastboot or vice-versa: one of those 2 modes has recovery as an option, I don't recall which). For a HTC that's not been modified recovery probably looks like a black screen with a red triangle. If you see that, press volume up + power (from memory) to get the recovery menu. From there you can select the option to wipe the cache - try that, then reboot and see if it's any better.

If that doesn't work you can go back into recovery and factory reset, but that will lose any data that aren't backed up.

If even that doesn't work you can look into reflashing the phone software (which will reset the phone in the process, so you may as well just try a reset before that). This will require finding the right "RUU" for your phone, for which we'll need more information about the phone (its cidnum, or else region/carrier it was originally sold through) and the exact model number.

If the problem is hardware rather than software then none of that will help. And if the phone has been modified you may have other options, especially if you do not have the stock recovery (so if rather than a black screen with a red triangle you get something that says "TWRP" or "ClockworkMod" then you have a custom recovery, in which case you have extra options and should not do a factory reset without trying some of them, such as making a backup first).

When the bootloader menu comes up the top lines read as follows:

*** Software status: Official ***
*** LOCKED ***

When I choose "recovery" I do get the red triangle on a black screen but I cannot get the screen that lets me choose any options.
