Help Play Store stuck on Downloading... When updating or downloading apps

Google play store always get stuck on Downloading... When updating or downloading an application. Sometimes if I leave it for a day or half a day it will eventually download.

Things I have tried:
1. Deleting cache and data of Google play store and google play services
2. Disabling roaming
3. Turning on and off mobile data
4. Changing to 4g only connection
5. Changing to 3g only connection

Things I haven't tried:
1. Using WiFi
2. Factory reset
3. Remove updates of playstore (because I couldn't find the button to do it)

I hope someone could help me solve this, as I couldn't update or download anything...
 
1. Restart your device and try again.
2. Reset your network settings.
3. Try in strong network connectivity area
4. If possible try to download using WiFi or WiFi hotspot.
5. Install the latest Google Play Store app v13.7.15

How do I reset my network settings? My internet connection is already pretty strong. And how do I install a newer version of play store without playstore?

Just try it when you can.

And you should know that a device can be used with multiple user accounts. Don't hesitate to use another account to try. You can switch accounts on the fly.

I switched account and it's still the same. Are there a way to remove updates from the play store app (usually done using the settings app) without the setting app? So I could try an older version of playstore. Because my settings app doesn't have that feature...

I think I fixed it. I removed it from the battery optimization list, added it to the unrestricted data usage list and then removed all data and cache from Google playstore and Google play services

*It = play store and Google play services

It must be the data restriction, because the Playstore app is compatible with battery optimization.
