If you Google "android app find friends nearby" it turns up a bunch of links, including Play Store apps like this

Things like Tinder, Grindr, Badoo, Hinge, etc? Those are all about making friends, and dating etc.

Well that's what those services are, to find friends and dates in your area. You register, enter your details with your town, city, province, postcode.etc. And their premise is to match you with others in your area, near you.
Facebook has many local social groups, where people can meet up and make friends.
Back in the day you'd probably join a local singles club or social club. Maybe they still exist? Or just go to a bar or nightclub or something?
Back in the 70s and 80s there was CB radio, and I'm actually still friends today with some people I met via that

Your observation is right on the mark. It was a very valuable piece of advice. Thanks for your suggestion. I have understood for using Facebook. But Can I make friends without facebook... I mean any other app.

Yeh, Tinder is probably the most well known one. There are others as well of course. Can't vouch for any of them personally of course.
