Help What exactly is the significance of the country/carrier designation?

I purchased an unlocked Note 2 (GT-N7100) online from a seller in the USA; the about screen says Hong Kong.

I would like to flash a stock ROM to remove bloat. If I use the stock Hong Kong ROM will english be the default language?

What is the significance of the country/carrier designation for phones/ROMs?
 
Roms need to be built to the exact hardware specification for phones and different regions will use different radio bands, so while a "foreign" ROM might install it might only provide 2G or 3G service, if it works at all. As for the default language, I would expect to be the native language of the region, but Android give you the option at first boot to change the language.

If Hong Kong is the current ROM's country designation then I should use the stock Hong Kong ROM? I have not seen a stock Samsung Note 2 ROM for USA.

I forgot to mention this Note 2 is unlocked.

FYI all phones from Hong Kong are unlocked. A Galaxy Note2 is a rather old phone now, from 2012. There was some custom ROMs made for it, but the download repos are probably long gone.

The default languages are likely to be English and Chinese.

OK. MobileSam.com has the stock ROMs.

I'm trying to confirm that the country listed in the about device section is the identifier I should in selecting a ROM to download.
