DOes Android Messages app use wi-fi ?

I'm so confused and I was wondering if someone might help.
Here's the deal.
I am on US Cellular
I have very VERY bad cell service where I live.
Most time I need to go outdoors to get a decent signal.
I have GREAT wi-fi in my house.
I have been using the Messaging app that came with my phone.
Recently, I read on the Internet that the new Android Messages app will use wi-fi if it is available.
In fact I read that the Messages app dosen't need cell service at all, to work if you have wi-fi.

Does the above sound correct ?
Is anyone else using the Messages app ?
And if so, do it use the wi-fi instead of mobile data or Cell service ?

Thanks for any enlightenment.
 
FYI it's WiFi messaging and calling or Generic Access Network(GAN) It allows your carrier to route SMS and calls over your WiFi instead of their cell network, when there's poor or no reception inside.

Think you'll need to check with your carrier, US Cellular, if they support it with your Galaxy S4 or not.
