Help SOLVED!!! I need help, please help me. im desperate

When you're stating 'you can't access your phone at all' does that mean your phone is completely dead or, as you referred to before, it's always booting up into its Download Mode?
If it's dead as in nothing happens when you try to power it up, than yeah take it somewhere to have them look into it. But if your phone is just booting up into Download Mode all the time, that indicates the Android operating system is corrupted and you still need to successfully flash the correct stock ROM to get it running again. As far as 'can't access your phone', if you're expecting to get to your data via Download Mode that's not going to work. When your phone can't boot up normally into the operating system it will just default into Download Mode.
Power off your phone by holding down the Power button for seconds, as long as it takes to power itself off. Now simultaneously holding down the Volume Down, the Home, and the Power Buttons try booting up into Recovery Mode, which will either be TWRP or stock -- again if you did flash a stock ROM that will replace any custom Recovery with a stock Recovery. But if you can't boot up into any Recovery Mode and your phone still boots up into Download Mode, that indicates the OS is corrupted and the Recovery probably is too. Try downloading the correct ROM again and pay attention if any downloading errors pop up. And then try to flash it again. Did Odin show any error messages previously?

so the only thing i can do atm is download mode, the disclaimer before you enter into download mode, and the error message about smart switch. i cannot trun off my phone, cannot restart it, cannot boot into TWRP, nothing really. and no, odin was fine for rooting, worked on the first try actually. its just now, it will reconize the device and when i tried flashing stock (the wrong one mid you) it worked but any tries after that will not work, i get the read or write error (i cant remeber which one it is) or a "failled to open serial port" but i have all the drivers

Force your phone to restart and do a restart on your PC. If you're using a USB hub to connect your phone try plugging it directly into a USB port instead. And on your PC go into the Windows Task Manager and be sure Smart Switch isn't running in the background. Having both Smart Switch and Odin running at the same time might be a problem (as both are using the same system resources on your PC to do essentially the same task).
If Odin is showing any kind of error message previously than it's not surprising that any flashing process failed. Unless you see a green success message, don't expect things to work out.

okay so this issue that im having should be totally fixable right?

Going back to your original posting it's apparently a matter where you flashed a custom Recovery (TWRP) and a custom ROM (Lineage), and then when trying to flash a stock ROM (which may or may not have been the correct ROM for your model) that didn't work out. So from the sound of it, currently your phone has no working operating system on it (without one, no you cannot readily access your files or use your phone, and no Recovery Mode nor Download Mode cannot be used as interim GUI-based operating system substitutes.)
Typically with a Samsung device when the operating system isn't bootable any longer it just defaults to always booting up into Download Mode. So the fact that your device is doing that is at least a good sign the device itself is completely 'dead'. It also may or may not be the case where the Recovery is corrupted.
So basically you need to successfully (stress that) flash the appropriate (stress this also) ROM. This will a) install a stock Recovery and b) install a working Android operating system.

okay lets say i find the proper rom and flash it, my phone will be fixed?
Those both being essentially the same question with different phrasing, a simplistic answer is yes.
But a more realistic answer is a lot more complicated. It might be choosing the wrong ROM. Or it might be the correct ROM but the download is corrupted due to some random interruption or something similar. It might be an issue with your PC and how well its maintained. It might be a bad USB cable or some other USB related problem. I might be a matter of using a different version of Odin. ..... and that's just a partial, off-hand list. Basically anything you use that's relative to the doing the flash might be something to look into. It might help to just put it aside and start over from the beginning tomorrow, or perhaps it's time to just take it to a local, trusted phone repair shop and have them restore your phone.

It might be a bad USB cable or some other USB related problem. I might be a matter of using a different version of Odin. ..... and that's just a partial, off-hand list. Basically anything you use that's relative to the doing the flash might be something to look into. It might help to just put it aside and start over from the beginning tomorrow, or perhaps it's time to just take it to a local, trusted phone repair shop and have them restore your phone.
i took it to the repair shop and they said it would take minimum a week to start work on it, i dont think i need to wait a week. i think im pretty capable to flash it myself. but if you think i should go to the shop anyways then let me know

Taking into consideration the number of issues you have been having trying to flash your phone with a stock ROM, perhaps you might want to go back to the point where you were when you first posted - flash TWRP again to get a working Recovery and flash Lineage again to get your phone working again.

As for having to wait a week to have a repair center fix it, that's a judgement call you need to make for yourself. Maybe it will actually take only two or three days. That might also be just their standard response when it comes to something like this kind of fix as most places will add a day or several as padding in the event they have to determine if there's actually other issues that need to be addressed along with just re-flashing the ROM.

i got TWRP, so now do i flash stock with odin or TWRP?
