So, I recently dug up an old "Neura Evolio" tablet (from Romania) and I saw that it's running on Android 2.2.1. I normally wanted to use it as a second monitor for my PC, but its OS is too old. I tried to search for a way to upgrade it to 4.0 (Ice Cream Sandwich) or higher, but the site that had the updates shut down. I found some extra sites that had the files uploaded unofficially, but sadly those cannot be accessed as well. Also, before you say that I should try and update it from the settings, it just says "Your system is currently up to date". If you want to know how the tablet looks like to get an idea from it, I attached an image as well. Thank you!

Did the manufacturer ever release an update to 4.0? The fact that the menu says your tablet is up to date suggests not (unless they have completely withdrawn support for that model in the meanwhile).
Unless they released an update there's no way of doing this. If they did then it's a matter of finding it, then working out how to install it (which will depend on what format it is in). But as budget devices tend to get little support anyway (it costs money, and profit margins are tight to start with) I'm not terribly hopeful.

I know that the manufacturer made even a 4.2 Android update, about 5-6 sites with the main point being "Updating this tablet" all would redirect you to the site with the updates that's now closed. I even checked with the site time machine about the history of the site, and it did exist (https://evolio.ro/suport), but when I try to select my device, it says that the page was not archived, leaving me with nothing to do. I also think that the tablet says it's up to date because the company (Evolio) that made this had all the updates on the web. Thanks for trying to help me, but could you help me out on researching about the update that I need?

I'm going to recommend that instead of putting so much time and effort into upgrading this tablet that you will find it more beneficial to be looking into buying something new or at least a lot newer. Even if you are able to find a safe, viable 4.2x firmware upgrade, it's still going to be an out-of-date, no longer supported OS version. Finding updated apps that will be compatible with a lot of current online services you'll interact with will be an issue too as even independent developers are much less likely to be supporting early versions of Jelly Bean. If you're going to be using it online, just beware of the security and privacy issues when relying upon old, unsupported software.
Of course this is all based on a supposition there's a specific reason as to why you want to upgrade this particular model. Some context might make things more clear. Do you want to use this tablet as some kind of daily usage device or is there some kind of story behind it?

I, personally, would like to use it daily and really wanted to do something out of this tablet instead of just never using it. I wanted to find a way so I can make it useful. I know it's really old but I just can't stand an electronic being thrown away. Especially that this was my first ever personal piece of tech. I'll see what I can do. Thanks for the help!

The tablet itself is just too dated to be all that useful any more.
No matter how much you want otherwise, the hardware is very dated and can't be upgraded and any software that can run on it will also be very dated. That creates a situation were any interactions with online services (web browsing, email/contacts/calendar, online storage services, etc.) will be very limited in functionality and very, very questionable as far as security and privacy concerns. Use to play games or whatever at home, but leave WiFi disabled. Don't connect to any online source.
