apparently has a 4000mAh battery so that's for the most part just a trickle charge. It's going to take several hours to recharge the battery depending on how depleted it is. That could account for this 12% matter, if you are using a USB 2.x port.
So be sure to use a USB 3.x port which can supply quite a bit more. (USB 3.x ports should be distinguished by their blue inserts). But you'll better off using whatever charger/adapter that came with your tablet.
If you have been using the cable and the charger that came with your tablet, than there's a good chance the battery itself is bad or failing. Like @MrJavi suggested, it's new so that will much it much easier to just get a new replacement.
