Disable variable Wifi Speed depend by signal strength

Hello,

My Neighbor is logged into my WIfi only with 32 MBit where the maximum is 54Gbit. Android reduces Wifi Speed when the signal strength is a bit low.
When I go about 50 Meters away of my Hotspot my Android smartphone reduces Wifif speed to 9 MBit ..

How can I disable the speed reduction in Android so that full 54 MBit is constantly fixed ?

You can't, that's how all wifi devices work. The available bandwidth will depend on signal strength, as the signal decreases at either end so does the speed. The best you can do is try to maximize the signal by moving your router and devices for the best line of sight between them which will improve the signal and thus the speed.
Also I'm assuming your maximum speed is actually 54MB not 54GB, if so that means your wifi is only 802.11g which is a very old standard. If that's all your router is capable of then the best course of action would be to replace it with a newer one which will have the newer and faster standards (n and ac) as well as both 2.4 and 5 GHz.

What makes you think it's an Android feature? All WiFi connections produce lower speeds at weaker signals (there is a range of signal strength where the speed is constant, below which it will drop).

If you think it's an Android thing because, for example, your laptop does better, that's because the laptop has a better WiFi antenna and so receives a stronger signal.

Signal strength and bandwidth speed are inherently tied together when it comes to WiFi connectivity. It's a given, so there is no way to make bandwidth consistently the same the way you're asking.
With wired connectivity, there's very little if any noticeable signal loss (well, up to the recommended maximum of 328 feet/100 meters), but with WiFi connectivity your effective coverage range is much limited. A typical Ethernet cable relies upon copper wiring and the cable itself is shielded, with WiFi it's a very low-power wireless signal that's affected by channel interference, noise-floor issues, and physical structures blocking or diverting signal transfer (walls, people moving in between, etc.)
If you want to share your home WiFi with your neighbor, try repositioning your router so it's near an outwardly facing window (towards their house). Also keep in mind if you have an ISP-supplied modem/router unit it only has a single, internal antenna; if you have you own with external and movable antennas you have a little more leeway
A more optimal way to share bandwidth is to string an Ethernet cable between your two homes (or run it through a pipe embedded in the ground) and then your neighbor can just get their own wireless router.

The AcessPoint is made with a Linux Sat-receiver with VTi Image and a AccessPoint Plugin that support 54MBit at max. (A,B&G standard) .. With the Ethernet cable we thought about but now I have a accesPoint with 54 MBit.. Its sadly that I cannot fix naighbors speed to 54MBit :(
The solution would be a Android-TV-Box with RP-SMA antenna plug and a 12dbi outdoor antenna. Thats the only sollution I see currently. Its so that there is no wifiSetSpeed App available now.
