In the Photos app, after I move photos to a folder that have "Backup & sync" disabled, I expect the photos to be deleted from the Cloud. But they're still there. I tried enabling sync for that folder and then re-disabling it, but all that seemed to do was upload the photos that hadn't been uploaded yet, where they remain despite having since disabled sync. How do I achieve a proper sync so that photos that are in a device folder with sync disabled get removed from Cloud as expected?

Use the app and go to its settings, uncheck the folders to back up.

That only works for photos going forward for as long as backup for each folder the photos get moved between is disabled; already-uploaded photos don't get un-uploaded. That's the issue.

You will probably need to delete directly from the cloud as you see fit.
This is one of the reasons that I stay away from the 'convenience' of automatic uploads of anything to any cloud storage.
