It has probably had it. I offloaded a bunch of apps, got a new phone, and now I have an excellent Galaxy Nexus touch.
Mine was the same but a factory reset turned my Nexus into a brand new tablet. Was very easy with lollipop.

My Nexus 7 (2012) charges slowly but I use it in portrait for Twitter, email, and other things when its charging.
Who knows which of these things is best? I use GSams and am very happy with it.
