Damn. Looks like VM screwed up. My data on VM was the same as what it said on my phone regardless of 3g or 4g. You got lucky.
Yep it sure does. This is how i went from about 300mb to the throttle point in a day. :)
I found that when throttled, 3g is about twice as fast. With 4g i had around 100kbps. With 3g i have around 200kbps.
