    Device requires restart for internet connection

    Hi, It appears on the initial installation of an app, it can't access the internet. Once the device is restarted, the app is able to connect to make service calls. Since this problem is intermittent, it's been difficult to troubleshoot with a tool like logcat. Help is appreciated.
