Ok here is my problem I need to open this truecript file but I don't have a computer or access to one that I would have the permissions needed to run true crypt. So I have a uprooted Samsung stratosphere and a un jail broken iPad 2.

Truecrypt doesn't seem to have a android app, instead there is cryptonite, witch cannot open the Truecrypt volume that I have. So now I'm trying to find a way to run the Linux version of Truecrypt on my phone. I have tried a few pc emulators with no success.

Any sugestions on how to proceed?

If you have linux on a PC, can't you log in as Root user and then have permission? If not on a PC, can you run a livecd, and again, log in as root and then wouldn't you have permission rights to access it?
