I am in Miami Beach. My 4G was working fine this morning, now I can't send pics or access email, etc. Why?

Have you checked with your carrier? If they're not having problems (they could have lost a whole backhaul system - stranger things have happened), bring the phone into them and see if they can figure it out. (Maybe just reprovisioning your account will fix it, maybe you need a new SIM [that should be free if necessary] - there are lots of things for them to check.)
