Personal standpoint: Dual Core. I'm usually within a reliable wifi that 4G wouldn't matter to me (assuming you mean VZW or ATT).

Would you buy the Samsung Function if it's not LTE?

Do you need fast internet or play 3d games more? Personally, I would just wait for both. The Droid Bionic is coming out soon.

Like many questions, this one doesn't have a one-size-fits-all answer and the answer for you depends on you. You haven't supplied the info required to provide a relevant suggestion to you.

Ask yourself is data speed (4G) or processing speed (dual core) more important and you'll have your answer. That's oversimplifying things but you have to answer the question for yourself. No one can tell you which is more important to you (or anyone).

Dual core won't provide processing improvements in all cases. The value of the additional speed of 4G over 3G depends a bit your usage and preference. Not everyone sees the point in going to 4G. Some find 3G to be enough. Others need/want every bit of additional data speed.
