When a android phone is switched on, it ask for SIM PIN first then phone password/pattern. Someone had blocked my sim card by entering wrong SIM PIN. Reversing the order of entering password/pattern and sim pin will not let anyone to enter sim pin and it will save sim card.. is it possible

If the SIM has been blocked by entering its PIN incorrectly too many times, you'll need your PUK code to release it. Get that from your carrier, or it might have come with the SIM documentation, especially if pre-paid.
