Is this on data or on wifi?
Do you have a data account, or a voice/text only account?
Do you get this any time you try using any app that uses the internet, or are you getting a 403 error on a particular web page? (That would be because that page isn't supposed to be gone to by a browser, and it's sloppy web development.)
