Support Accessing Wi-Fi and tether/mobile hotspot

    A few months back I did a complete factory reset (not meaning to completely wipeout my software, but I did), and now I can not turn on Wi-Fi or mobile hotspot. Whenever I try neither respond, and occasionally tether will say 'error'. I'm assuming it has something to do with administration, encryption, or credentials because whenever I go under lock screen settings I am unable to change the type of security as it says those things. There are a few settings that cannot be changed and I receive a message that says something like my software was configured without authorization. How do I go about fixing this issue?

    I have a Samsung Galaxy s4. The software I deleted was the original software that came on the phone. In an attempt to resolve my mistake, I downloaded Samsung Galaxy s4 software through Samsung Kies, but no Wi-Fi or tether access.
